www.CesarUSA.com contacted the Colombian customs office (in 2008 or 2009) and they provided the contact information below (for latest information please visit their websites directly). To call Colombian numbers you need to dial the long distance code (from the US dial 011), the country code (57 for Colombia), and the city code (for Bogotá is 1) (the codes below were provided by Dian, but are not city codes). Therefore if calling from USA they would be: 011-57-and the city code . The numbers below are located in Bogotá (so you would dial 011-57-1). There is a cellular number that starts with 01900 so from the US you would have to dial 011-57-1-900 and the number).

They said that in regards to importing cars or motorcycles I can call the following numbers in Bogotá: "Subdirección de Comercio Exterior" (dial the long distance codes first which are:

If the person is located in a Colombian city then the person can contact the customs administration office where there would be agents that would be able to help.

My understanding is that to import a car it needs to be of the current year, not older than that. I am not sure about antique cars, if they could be imported or not. Maybe it is possible, but I do not know. In Colombia a car is consider antique if it is from 1950 or older. I have a 1946 Ford that I am selling. Antique cars are exempted from paying anual taxes if you buy the permit for about 100 thousand pesos. Colombia has auto dealers from several manufacturers such as Toyota, Audi, etc. There are dealers that sell new and used cars, even dealers who buy used cars and resell them. Therefore you can buy new and used cars in Colombia and of course from individuals. The prices are coming down in Colombia. A TLC with Europe was approved and there will be import of cars from Europe with diminishing custom fees of a period of 7 years.

La Dian en Colombia nos informó (en 2008 o 2009 o algo así) que personas que tengan preguntas sobre cómo importar o exportar productos a Colombia pueden comunicarse con los siguientes teléfonos en Bogotá que corresponden a la Subdirección de Comercio Exterior (para marcar desde Estados Unidos usted necesita marcar 011-57 y el código de ciudad (los cógigos que aparecen abajo no son códigos de ciudad) 607-9999, 381-1910, 382-1376, 607-9230, 607-8686, 607-99215 (nota: talvez tiene un extra 9 y toca removerlo). También nos recuerda que en la Administracion de Aduanas de su ciudad colombiana hay funcionarios que le pueden orientar en su inquietud.

Cuando se les ha preguntado la respuesta ha sido que Colombia solo está permitiendo la importación de vehículos del año en curso (del año en que se está actualmente). Eso significa que no se pueden importar vehículos de años anteriores. No sé bien en cuanto a vehículos antiguos pero hay esa posibilidad y toca chequear con la Dian / la aduana. En Colombian consideran un vehículo antiguo si es del año 1950 o anterior. Se puede comprar un permiso como por unos 100 mil pesos que evita que la persona siga pagando impuestos del vehículo. Yo tengo un Ford de 1946 que estoy vendiendo.
